Lebanon Investment Landscape And Business Environment Assessment
This report offers a comprehensive strategy to strengthen Lebanon’s entrepreneurial and investment ecosystem in the wake of deep economic and political crises. Commissioned under the MENA II initiative, the study identifies systemic constraints—including a lack of exit opportunities, unreliable banking infrastructure, and a high-risk investment environment—and proposes actionable reforms. These include strengthening diaspora engagement, revamping public-private partnership models, and creating blended finance mechanisms to unlock capital for small and growing businesses.
